Depends on what your daily drive is.

If you put in 3 miles an hour ten hours a day, but drive 50 miles five days a week... 3*10*7 > 50*5 And that's not counting leaving it plugged in the rest of the time!

The point is, you can still be gaining on the week, even if you exceed it every work day. I'd still suggest Level 2 charging if you can, to take advantage of Time of Use pricing or to refill after or before long road trips. But it's not as dire as it seems.

I don't think those numbers quite work out but additional charge time here and there should make up for it.

I worry about insurance costs, as well, due to your specified reasons. Not all states offer Tesla insurance, and my state of SC definitely doesn't.
