I agree... I think he is a bike courier. It may behoove you to go around to the small handful of bike couriers in the area with that pic and ask them who.

I also agree, the govt will give him a slap on the wrist. If you want to do long lasting damage to him, if you find him, sue him and get a judgement. Based on his current job, chances are he won't be able to pay and he will have wage/bank garnishment for a long time. Every pay check and every bank he goes to will offer him a reminder of the stupidity of his actions from that day for many years to come. OTOH, its possible your insurance company will do all of that for you. An insurance company with that picture/video will no doubt take it and go after the f*cker.

Yes, keying a car in Massachusetts is a felony if the damage is over $250. Vandalism is defined in Massachusetts General Laws Chapter 266, Section 126A, and includes intentionally damaging or defacing someone else's property without permission.

Honestly post a picture of him keying the car on the posts there since he visits the area. Not only may you find someone that knows him but he’ll get the message that he’s been seen nice and clear.
