Literally, no. A permit gives them the right to hold an event, not keep out people from a public event (assuming it's public). I mean, they can try - it's happened before, which has resulted in an entire local police force being retrained because of a lawsuit:Sure, but this is an event, presumably with a permit. If the permit holder can set the terms, then they can restrict entry to the participants. Keeping out spectators for an undesirable t-shirt would be crossing a line, but someone preaching on a soapbox could be removed for "disturbing the peace".
