I think putting solar on ever government building makes so much sense. Given the life and cost of those buildings, add the solar PV panels, circuits, etc is not a significant portion and the times the building is not being used (weekends, holidays) that is money the government can offset their power costs... and that means less taxes needed to support that building.
Think about schools, where most of them sit empty or mostly empty for 2 months a year, usually when it is the sunniest. And they are usually spreadout with large roof area.
Then employers should put in solar parking covers... that would also work to help them offset their electricity... and be a perk to employees (who drive EVs).
The price gouging will need to be brought into form much like was done with gas prices.
