AZ HOV lanes have had a sordid history. When first opened, it required 3 people minimum per vehicle. Resulted in empty lane, paid for by but unused by taxpayers. Finally dropped it to 2 or more per vehicle. Usage increased, but slightly. Then they said anyone can use between 9am and 3pm. And on weekends.

Then there was the "alt fuel plate" fiasco. It allowed people with alt fuels to get the blue plate and lower registration fee to use HOV at all times. A guy in my industry had a top of line Dodge Ram, had a shop install a tiny propane tank and never use it but it qualified on paper and he got to use HOV. Many, many people did similar and the thing cost the state a ton of money and of course, there was corruption involved. That ended and those people had to revert to non-blue plate eventually.

So, this BS with the who can use HOV again is really no surprise.

I think Arizona is getting rid of many of the incentives for clean energy vehicles.
when I registered our older model x here about three years ago I paid less than $500 for five years. Last year I registered a 2024 model x for almost $2k a year.
The HOV incentive is supposed to be gone by September.

That’s pretty reductionist. There’s many, easier ways to reduce traffic. Limiting the use of one lane is not a good way to do that. Either way, you can have about 5 motorcycles for the space of one car in heavy traffic , and they’re a lot less likely to cause jams.

HOV lanes are the result of local and state governments being consistently behind the curve on development. Counties are happy to encourage development - indeed, they often promote it via tax breaks for the developers.

Alas, when the inevitable new drivers show up on the roads, years ahead of anything road planners might have, ya know, planned for... the only answer those local politicians could come up with was "hey, let's get everyone to carpool."

When that didn't work, when those carpool lanes remained frustratingly empty, they tried to push a few more cars onto the unused tarmac by making it about being green.

You don't reduce traffic density - something directly correlated to size-of-vehicle-divided-by-the-number-of-people-in-that-vehicle - by letting big ass trucks with one person in them use the nice lanes.

EV or not.

And the usage of the lanes was conceived to promote EV sales. With more people adopting EVs, it has to come to an end at some point.

A motorcycle has 50%-100% filled occupancy, which reduces total lowers the lowers the occupancy % of the road. Where a single driver in a car uses only 25% or less occupancy. Other words, more people on the road with less vehicles.

Even dumber to allow motorcycles in those lanes.
Dont Know how to RIDE ????? most of the world rides motorcycles! they are not the problem , look in a mirror!
