Depends on your service center, I took my truck to a service center 3x and zero change, took it to a different one and it was fixed first time.
I'm in NY, had the same experience. Took it to one service center last year they added a slat but nothing changed. Took it to another one last week as part of a PCS issue and they did the below:

Correction Inspect For Exposed Water Management Channel;
Install Additional Tonneau Slat
CHAIN BUSHING HULL PART - TONNEAU SERVICE KIT(200698700-A) 2.00 SLAT
BOLT - ROLLER TONNEAU SERVICE KIT(2006980-00-A) 2.00 BUSHING SLAT - SEAL ASSEMBLY - TONNEAU SERVICE KIT(200697800-A)

Correction Test To Confirm Water Ingress No Longer Present

Correction Applique - Upper - Tonneau (Long Range) - Remove and Install Parts Replaced or Added Part Quantity SEALING FOAM(1098720-00-B) 2.00

Got mine done a few months ago. Had a 2024 model I took in there 3 times to address it and they said no. I gave up. Within spec. Never advertised as waterproof etc.

Took my 2025 in and just casually asked about it. One tech heard me and said wait, there's a new bulletin for that now. I'll take a look.

Addressed big difference. It still leaks but at high speeds while raining. I don't think I can avoid that but parked it seems waterproof.

Do you happen to have that bulletin number?

I just had this fix done and seems to be working and from what I can see they tested for leaks after completion. I will test soon to confirm.

Just back from the Pittsburgh-Presto Service Center. Even though I mentioned NEW FOAM GASKET in the service request, they first installed an extra slat in the Tonneau Cover. And claimed tested w/ no leaks. The desk guy ofc also said "not supposed to be waterproof" but was open-minded enough to get a cup of water and go outside to discover that it also leaked freely between the glass and the applique.

Now have a mobile service coming Wednesday to install the foam strip.

Desk guy recommended comments in the "Additional Comments" section.

I ordered the new foam strip part from Tesla. Does this replace the rubber gasket shown along the glass or does it apply directly to the top of the Tonneau Rail?

I brought it into my service center as they were doing other work on my tonneau cover hoping they would do this too but they couldn't find this new Service Bulletin from June and wouldn't apply the foam so I guess I'll do it myself.

The foam gasket was ADDED to the mix. Nothing was removed or replaced. The applique was a little fussy about going back in. Tested it with a hose. Not a drop!

Tried four different ways to add pics. Not sure what's going on with that. Wouldn't upload using Brave browser. Seems to work with Chrome.
