If the insurance company could get a lot of money for the battery it will make it easier to total a vehicle as well. There might be a lot scenarios where a vehicle is totaled yet the battery pack is functional and safe.
Most insurance companies that total a vehicle become the owner of said vehicle.
They then sell them to rebuilders (where legal) or to scrapyards that part them out.
I can see a cottage industry where totaled EV's are auctioned off to people that want the batteries more than they want the rest of the vehicle.
Years ago I bought and sold a lot of surplus military vehicles. At one time the market was so flooded with good running vehicles that I could part them out for more than I could sell them whole because the Rockwell axles were very popular with the off road crowd.
A lot of electric gearheads will be vying for the batteries and running gear from wrecked EV's.
