I'm neutral as to whether it is good or bad. What I am not neutral on however is the flagrant misuse of non-metered/time use lanes by people who think they are more important than others - and the lack of policing/consequences for ignoring transit rules - at least in the national DMV area.

The lanes are meant to reduce traffic, nothing to do with fuel or emissions.
Doesn't a reduction in traffic also reduce fuel consumption and emissions? ?

Here in Austin (and in other Texas metro areas) the HOV ("Express") lane is a toll lane. If you pay the toll, you can use it. There are no other requirements or restrictions, although semis and trailers are not permitted.

To maximize utilization, the toll price varies with congestion.

To maximize utilization, the toll price varies with congestion.
That’s happening in California too. They’re called Express Lane. Cars with 3 can ride in the lane for free.

Even dumber to allow motorcycles in those lanes.
I no longer ride a motorcycle but I do not understand your logic. You would rather bikes split lanes 100% of the time rather than to be in a particular lane once in a while? Bikes don't 'need' the HOV lanes so it is kind of moot, but they are safer in the fast lane than in other lanes and that is a big deal.

I rarely see people carpooling in the HOV lanes. Mostly it is creeps that want to go faster than others for no other reason than that they have an HOV sticker, and probably lied about their income to get one. I could see there being a brief window where our state gave stickers to BEV drivers to encourage the purchase of BEVs but it should have sunset years ago when the number of BEVs on the road became a noticeable percentage of cars on the road.

There are highways in California that are toll lanes now.

While we’re on the subject, here’s my rants:

People go in and out of the lanes so often it’s dangerous and depressing

Toll lanes should not be allowed and are the biggest “fuck you” to poor people idk how they ever got approved, or why the media doesn’t talk about it (if we are to trust they aren’t just greedy too)

Toll roads themselves are just corruption, driving through Illinois it felt like a dystopia- “construction” zone for miles with 2x or 3x fees, just an orange cone every couple miles. Then cash only no change tolls every 30min of driving with no visible alternatives. Granted this was a couple years ago but it was so depressing it’s left a mark and made me sad of my countrymen.

Please don’t use the “costs money/can’t afford” excuse because looking at the budgets it’s clear that the money is there, it’s just grossly misallocated.
Since we’re just adding our own intentions/rants I just would like to point out my overall disgust at the continued “fluidity” when it comes to alleged “states rights” ppl.

Old Way:

Gubmint: Hey the federal government would like you to not own people. Cool?

Them: Hell no! STATES’ RIGHTS!!! You can’t do this!!! If we don’t own people who’s gonna pick this cotton?

New way:

Golden State (probably): Hey we’re gonna go ahead and exercise our state sovereignty and do this thing in our state that we wanna do because it supports our values and we want to drive innovation in this area. So, we’re going to incentivize EVs with HOVs. Cool?

Former states rights enthusiasts: Hell no! What the hell do you mean “states’ rights”???!!!! Never heard of ‘em! We need the gubmint to shut this shit down!

Pick an issue, it’s always the same. STATES RIGHTS until it’s inconvenient or controlling somebody else’s privates or personage.

If you have low income and don't pay taxes, you can get a reduced rate on the HOV sticker? It looks like the people who work under the table are robbing California blind!

Sorry, I was talking about Tesla drivers with HOV stickers - not all drivers in the HOV lane. In the past the price of many Teslas would be challenging for a low-income income.

Why wouldn't your negative perception apply equally to all EV drivers with HOV stickers? I think the best-selling EV on the road and it's slightly smaller little brother (Model Y and 3) are probably, on average, quite a bit less expensive than most other EVs on the road. And we live in the present, not in the past.

So it's not clear to me why you are trying to single out Tesla drivers as cheating on their income to save on HOV stickers.
