I'm not talking about the single motor variant. It seems to me that there is a significant number of purchasers are waiting on the incentive to become official, but if ultimately it will not happen, or won't happen for long, shouldn't Elon address the main barrier to sales, that being it is still too expensive for what we get?

It's the EV mandate that is being reversed, not the rebate! Legacy manufacturers were going broke by purchasing carbon credits and changing their platforms towards EV's.
