Powershare Gateway 3V not broadcasting WiFi or getting power?

So I had my Gateway installed and it took te electrician 2 trips. The Gateway's LED lights turned briefly when it was first mounted, but turned off soon after. He was able to get the UWC mounted and running so that I could at least charge my CT. I didn't have any issues with charging, but the Gateway remained off. I figured that it would turn on once te electrician finished the install. Fast forward to 2 weeks later and the electrician comes back. Everything is all hooked up, but the Gateway remained off and it's not broadcasting WiFi. He says that all of the connections are fine, but clearly, something's wrong. I know it's difficult to make a diagnosis, but does anybody have any ideas/suggestions?

Is the brown cable the only communication line running to the UWC? All four conductors should be used, looks like ground is missing.
