Kinda...twice the speed takes 4 times as much energy.
If you double the speed, the drag is squared.
D=pv(2)ACd

Where;
D=drag
p=density of the fluid
v=velocity or speed (which is squared)
A= total area
Cd=drag coefficient
All of which is divided by 2.
So if D=5 and it takes 5 energy units to maintain that speed, then it takes 25 (roughly) at double the speed.
