No credit for Cyberbeast owners after May 22

Depends how one defines "order". The original reservation process actually is called order process. Based on this all earlier reservations are eligible. Tesla has changed the rules retroactively without notifying sales and delivery teams, which do not have an idea how this has happened. I know for sure that weeks after May 23 there was no change in policy since I went to sales office 2 weeks after May 23 and reviewed with the sales representative their internal guidance for sale. $4k credit was there, and it was removed from the website for non-foundation reservations. This is a huge mess.
Original reservation didn't have Foundation nor Powershare...

I finally went in person to Tesla's shop and brought up the problem. They cannot do anything about the cutoff date. Neither the 4k credit or 2500 coupon are listed in
Motor Vehicle Purchase Agreement and considered an incentive. They reference a clause: "Incentives. Tesla makes no promises, warranties or guarantees regarding fund availability or your eligibility for any incentives, rebates and tax credits (the “Incentives”) related to the Vehicle." They are aware about the issue and very intentionally radio silent and do not provide any responses in writing. Sales suggested to submit official claim or take or arbitrage.

The 1k downpayment date is in June.
For June, there was no longer a $4k installation allowance with Beast orders.
Tesla person was wrong, the $2,500 credit is not an incentive, it's part of the Foundation package as called out on the order page.

The credit was silently pulled out without awareness of sales and delivery teams. Before order, sales shared with me a screen (internal page) with an options and installation credit was listed in June. I do believe there was some internal change that didn't bubble up to sales. At delivery I was assured the track is eligible for the 4k installation credit.

What was vauge on the order page?
Not that it matters, but a credit for equipment (nothing to do with the $4k install credit) was called out in a previous wording change. Credit in lieu of equipment was also added retroactively to early orders even though it was not part of the order page description.
End result, people got at least as much as Tesla called out on the order page at time of submission.

(I agree it would have been nice to have a call.
out at the top saying the terms had changed as of XXX date).

Not just led to belive, they do. Original Beast deal was Gateway 3V, UWC, and up to $4k installation credit (once you get things hashed out with installer, at least).
