That's horrible. Especially when purchasing a new vehicle, and in the six-figure zone, it better be outstanding. People on here saying “ah, it's no big deal” have very low standards. I am glad you did not accept it. Totally unsatisfactory. This station gets a No-Go.
Most people saying "No big Deal" are addressing his worry that the hub is rusting , which has nothing to do with accepting the vehicle. So not sure where your "Low Standards" comment is coming from.

I did not.

I had even told them to take their time and that I was going to be looking for scratches and alignment issues and that someone on the forum had one that was dirty with scratches delivered to them. They wanted to know what location had done that and then they did the same thing.

I'm sure some locations do a good job but others don't seem to care. I'm also like 20 minutes from a Tesla dealer and they sent it to one an hour and a half away.

The way they just leave them out at the factory in the dirt and mud with no protection seems problematic. Getting one that is clean, with no scratches and no alignment issues must be like winning the lotto.
Did you reject your CT delivery and waiting on another VIN? I had to do this 2X on our Model Y due to paint issues back in 2021.

I bet that cosmetic damage happened during transportation.

Still part of the really bad overall presentation. Rather they didn't use a material that rusts so fast.
There are no materials for things like brake discs and wheel hubs that are acceptable from an engineering perspective that don't rust (unless you think carbon ceramic brakes are suitable for a truck, haha). Stainless steel is simply not as strong as higher grades of carbon steel used in things like fasteners, wheel hubs, etc. As someone else said, if you aren't aware of this, you don't know much about cars.

I have a second VIN. They still have it going to the location an hour and a half away and not the dealer that is 20 minutes away. One was a pretty good scratch and the manager said there was no way to fix it and not still see a mark or area that had been worked on. Not sure when they happened or if that white plastic film that some cars ship with would have helped.

I've seen the pads rust before just never rusty water coming out the middle of the wheel.

Excellent, I would have done the same.

Your the first person that I have read about who rejected their Cybertruck delivery because of issues.

He made it sound like they had been through it before and had it not work out. Maybe in a few years there will be a 'guy' you can go to that can follow those instruction with a good outcome. One of the DeLorean guys here said it can be done but it can be a lot of work to make it match.

I'm sure there have been others but they do seem to count on folks just wanting to take it no matter how bad they prep it and or with scratches or other issues.

What was the reps reaction when you rejected delivery?
I am sure that for the most part people have been drooling so much they wouldn't think of passing on taking delivery, especially day of.

They know if you won't take it, they won't have to go far down the list to find someone who will. The only person who loses out when you walk is you. Such a terrible way to do business

The OP rust was entirely normal but on yours it looks like maybe someone took it out for a joy ride. Or two.

-- Sounds accurate. For a deep scratch they usually have to "dig" at it. And that will leave its own mark. Otherwise, sanding all material off in a flat way to the depth of the scratch is what they will "try" to do. Deepens on the depth of scratch how hard even that is to do...

What makes you think that tiny amount of surface rust would manifest as "rusty water coming out the middle of the wheel"? The amount of iron oxide you are looking at on one of these hubs would be measured in micrograms: dwarfed by the volume of a single drop of water.
