Wire in Front Left Wheel Well with Rubber Plug

What is this? I electrical taped the leads and put them back in and re-seated the plug, I think.

OK, service forgot to replace. It went into repair because Power Conversion System failed completely at 443 miles and first Supercharger visit. R&R. Charge at home before.
