Yeah, it seems like there should be a warranty from Goodyear that Tesla should be able to point you towards.
I found the policy, I think. Warranty terms changed August 1, 2024:

Though not pertaining to the CT tire warranty……..I have had Zero luck in the past with Goodyear honoring their warranty. They always find some reason to basically tell you to take a walk. The tire was disintegrating with steel belts showing on parts of the tire. Showed 2 invoices for warranty alignments from dealer, with tire rotation. All this occurred with under 10,000 miles. It wasn’t just one Goodyear dealer that this happened might I add. Went for a second opinion from another Goodyear dealer and unfortunately I was blackballed because they knew about me going to another dealer. Thank god the original car dealer stepped up and replaced the tires for free “ AS LONG AS BOUGHT THE EXTENDED TIRE WARRANTY”. So I did, then cancelled it the next day.

On my way home from Cape May, NJ. to Pa. I experienced a sudden vibration and shaking at 65+ MPH. Thought a tire was down so I pulled over and checked even though the screen read that all tires were at 50psi. Nothing wrong, started on my way again and sure enough it happened again. Any thoughts?
Just came from 3rd appointment at Discount Tire to try to get tires balanced after continuing problem with extreme vibration at interstate speeds. They discovered that the foam insert was not attached and had bunched up inside the my Cyberbeast's AT tire. It looked like there was never any adhesive applied.

I had the same issue and had the foam removed from all four tires. I’ve driven several hundred miles since then and it’s perfect. The bad design is that they put a very narrow stripper glue to attach it versus 100% coverage. So the issue is with the tire manufacturer

Looking at the number of instances with the same issue, looks like this should be a NHTSA worthy problem to be addressed ?

Does it impact safety though, or just comfort?
FMVSS 109 doesn't appear to set requirements on acoustic foam performance.

Based on my research and the tire experts, and even a Tesla mechanic, there’s no safety issues. It’s all about sound deadening, which I noticed a very little difference.

The bouncing vibration was so very extreme that I felt unsafe at interstate speeds between 65-80 miles and had to slow down to an unsafe speed for going with the flow of traffic. The vibration was so bad that I was concerned the tire might fail due to overheating.
