I would back it in the driveway to they can see the info on the plate and tell you neighbor to stop invading your privacy by taking picture of your property.
Photography from a public sidewalk or public road onto private property is 100% legal because the objects in question are visible from public areas! There is no expectation of privacy when the object in question is visible in public.

It shouldn’t be necessary but perhaps talk to your neighbor especially if she is concerned about your truck.
It's more likely to be jealousy than "concern". That said, I'm concerned about the mental state of the person who called the police about a Cybertruck in your driveway.

If I taped it to my rear window wouldn't the vault block it? Plus I spoke to a police officer and they advised me to place it in the front window.
I’d double-side tape it either in the actual position for where the plate is intended or very near to that spot. Maybe with some Gorilla tape.

My in-laws house in CA had an LAPD husband and wife set of officers that didn’t like my in-laws for whatever reason. When visiting some years ago I parked my Ford truck on the street. AZ does not require front plates, but CA does, and CA cannot dictate to AZ and force Arizonans to have front plates. So my in-laws’ neighbor call some buddies over and they write me a ticket and claim that I need to appear in court. Well, at the time I was a criminal prosecutor in AZ. So I called the Orange County, CA prosecutor and not only got the complaint dismissed, but all of the officers involved had to attend remedial training including ethics training, and had permanent entries made in their service records reflecting the use of their power and authority for personal reasons as opposed to lawful reasons.

When I took delivery of my Tesla the delivery center screwed in my temp tags weird and stripped the mounting holes.

I have an appointment to fix this on February 19th. Until then I have my temp tag displayed on my dash. There is no rear window so only place to display is dash. I previously spoke to a police officer and they advised that is okay. Yesterday my new neighbor was taking photos of my truck and today two police cars arrived at my house asking me for my registration and why I do not have a plate on rear of the car. Advised they had received complaints. I explained the situation they gave me until February 18th to fix which is the day before my appointment. I am not even sure how Tesla will fix unless they install a new cover or bumper, but surprised my neighbor is so bothered by my truck she called the police.
If you're interested in a temp fix, take a small zip tie and poke it in the hole, and then screw in the temp tag. Electricians use this trick to fix stripped wall boxes. Its a great fix for stripped plastic.

I would not pay ticket. Get a court appearance and tell judge. Stuff like that irritates judges and they probably would throw out ticket, and let officers know what a load of crap that was.

You're obviously an existential threat to the sanctity of the neighborhood. When the petition for removal comes to your door, I would advise you not to sign it.

It's nice to live in a place where the cops have so much free time they are tracking down license plates of parked cars....but dang thats crazy.

People are going nuts. Too much Internet and social media. And cops are people, too. Some are nuts.

Complain to your city manager that the police are out of line. Your vehicle was parked in your driveway, period. And tell him the police are only fanning the psychosis of the neighbor by coming after you when there is no issue. Your vehicle is licensed and you paid your tax. Many new cars have tags taped here and there.
