I think Musk is sandbagging again... it boils down to his definition of significant.
I think the severe pushback over estimates this quarter has made them extremely gun shy about making future production predictions.
When they were producing 500 Model Ys a week, Musk called the factory a money furnace. Cybertruck production is going to be a money furnace for at least the first 3 months of production. So even if they are selling a moderate number of trucks by December, it won’t contribute to the bottom line. Even if they produce 20,000 trucks in 2023, the line is still unlikely to contribute significantly to the bottom line. The first 10k are sold at a big loss.
I also tend to believe Musk when he says production will be very slow initially. Lots of new stuff to get done correctly.
