I got that once on my M3P, except my message was Tire pressure low, luckily it had enough air to get back to my drive way. Turns out you should replace the Perelli’s well before the belts start poking out.

Another time was ignoring the autopilot messages, bump the wheel thing, Decided not to just to see, well flashers come on , the red screen and it slows to get over on its own.

Inverter failure? I'm sure the Tesla tech's can diagnose the root cause in a timely manner.

How many miles do you have on it? That sucks I can’t imagine how that would feels stuck on the side of the road! Especially with everyone noticing you!! I have over 5k on mine I don’t know if that means I have a time bomb or it has passed the danger phase.

That is the Low Voltage 48v Wire Harness. It is faulty and will require to be replaced.
It could be any of several parts affecting the low voltage system. The DC-DC board, something attached to the harness taking too much power, the harness itself, and least likely the low voltage battery having a massive fault.

Funny you say you expect it on your 2013 S; I got that message on my 2015 S flying through Ohio in April. Really hot day, had the AC blasting, knew I only had a few more miles to supercharger and was arriving with 3%, so pushed my speed higher. I never noticed 2%; it dropped to 1% expected upon arrival and I was 3 miles out, when I got the "Shutting Down Pull Over Safely" message, and I guess I was just taxing the old battery too much. I did not pull over, I coasted the rest of the way (no acceleration at all and most car functions were shutting down). I could have coasted all the way to the supercharger but a few busloads of high schoolers were in the crosswalk and I didn't want to be THAT guy so I stopped. Got a push to the supercharger and another backwards push into the stall. Did a total shutdown (using main power button, staying in the car and then waiting 3 minutes (message said to wait 2 minutes) before hitting the brake) and thought I was screwed because it was dead silence with nothing on. I forgot you have to open a door to alert the software to turn everything on. To increase my stress, it was raining and I had to have the window down to communicate with the eager High Schoolers, and really needed to use the restroom. All worked out. Drove on thru PA to NJ...but was much more careful to stay above 8% battery upon arrival.

So if it happens to you, give that hard reset a try and maybe you can get home! Can't be much worse off.

The same issue happened to me on Thursday. Now, my car is in service while I wait for the parts to arrive. There are only 2k on my odometer.
