Remember, Tesla isn't the largest EV manufacturer, BYD has moved into that position selling in China. So Tesla has some opportunity to get some more sells in the worlds largest EV market.

AFAIK, China isn't a pickup market. Could it be made one? Would it make sense to open a Cybertruck plant at China Gigafactrory?

These are all things that can be thought about without impacting the US production.
