As @CyberGus 's article above touches on in the final two paragraphs, people here are confusing different things and strangely twisting it into complaining about the government and fairness towards BEVs etc sort of out of whole cloth.

In fairness, I've seen plenty of online references that claim SbW is "illegal" without a physical link, but it is always without attribution.

Technically you could have all the advantages of a variable rate steering using a mechanically linked front axle steering and a SBW rear axle. You simply add and remove extra steering angle to the rear SBW to accommodate the desired effect for the front.

But, the rear steering angle will always change the center of rotation of the vehicle. Whilst there is no rear steering angle it will be inbetween the rear axle, with opposed rear steering angle the rotation center will move forwards, with parallel steering angle it will move behind the rear axle.

Parallel steering is predominantly for high speed freeway cruising and safety, in particular for anti-sway when towing a trailer. Opposed steering for cornering and tighter turns.

As highlighted in Cybergus post on Toyota's solution, consistent steering behaviour will be critical for safe driving as will be real-time lag free feedback and actuation.

There’s nothing in the Federal Motor Vehicle Safety Standards that defines minimum performance parameters for steering systems in cars sold in the U.S. Just standards regarding the crash safety of conventional steering systems. That said, the National Highway Traffic Safety Agency (NHTSA) published a study in August 2018 on steer-by-wire systems, their potential failure modes, and fail-safes/backups, seemingly with an eye towards implementing new standards. UN regulations detail all sorts of performance parameters, and Lexus says they'll meet these, plus any additional regional requirements where the system is offered.

The brand is confident that the product will be fully safe once it reaches customers in the next few years.

That U.S. was get the RZ model but not getting the steer-by-wire feature was known in Feb 2023, before the above article was written and maybe why the above article says

The article below says

The automaker is launching steer-by-wire in combination with a steering yoke on the 2023 Lexus RZ 450e electric crossover in CERTAIN markets.

But Lexus CONFIRMED in February that these features will NOT be available in the U.S. for now, but will be offered here at an unspecified future date.

The thing I like about SBW assuming there is no mechanical linkage at all is that it will allow for updates OTA. So if regulators don't allow progressive steering, OK. For now don't turn on that feature. Later when it gets approved, turn it on for everyone. If they don't want crab walk, don't turn it on yet.

Better to get the future capability than to get no hope of future capability at all. I want to buy my CT with as much capability as possible Even if that capability is only available in the future.

Oh, and from what I've seen, regulators are people. Which means they come with bias, and unpredictability. We will only really know what the CT will be allowed to have once they start coming off the line and there are official announcements about the features.

I could be misreading, but it would seem the suggestion is that Lexus is offering the steer-by-wire option elsewhere, but holding off in the US. And yes, the articles linked above say it won’t be in US at launch and until an unknown date

But the articles make clear SbW won’t be offered in the UK until 2025

Seems like Lexus is only showing it around to press and talking all about it, but isn’t ready to put it in production vehicles yet … anywhere. Who knows what the reason is - there could be lots of them.

How the technology works or doesn't work shouldn't be confused with if it complies with regulations in certain countries or not.

There are various configurations of the SBW technology, and many are still in their infancy. Toyota did have mechanical variable rate steering decades ago, so from a driver's perspective there shouldn't be much difference between that and SBW, except for possible personalisation of assistance and rates. 4WS on the other hand will take some getting used too.
